10. Qualified Workers Selected by Quebec

To immigrate to Canada as a Quebec-selected skilled worker, you must follow two steps:

  • Apply to the Government of Quebec for a Certificat de sélection du Québec (CSQ). Quebec will assess your application according to its own rules. The certificate shows that Quebec has accepted you as an immigrant.
  • If Quebec selects you and issues you a Quebec Selection Certificate, you must then submit your application for permanent residence to Immigration, Refugees and Citizenship Canada.

11. Provincial Candidate Program

The Canadian Provincial Nominee Program (PNP) is one of the fast-track options for obtaining permanent residence in Canada. People who immigrate to Canada under the Provincial Nominee Program (PNP) have the skills, education and work experience to make an immediate economic contribution to the nominating province or territory (except Quebec). Since January 1, 2015, many provinces and territories have launched new PNP programs to support Federal Express Entry components whereby the applicant earns an additional 600 points in the overall ranking system under Express Entry.

Each province and territory has its own provincial appointment program. Most provinces in Canada have an agreement with the Government of Canada that allows them to nominate immigrants who wish to settle in that province. If the candidate chooses to immigrate to Canada as a provincial nominee, he or she must first apply to the province where he or she wishes to settle and complete the provincial nomination process. The province will consider his application based on his immigration needs and his genuine intention to settle there. Each PNP is designed to meet the specific needs of that province or territory to select candidates who will live and work in that province or territory to contribute to the economy.

12. Refugee and Asylum Application
